Fokker has a professional team of maintenance, service and operational engineering specialists who will advise operators of Fokker aircraft on technical and operational support matters. This support covers the airframe, power plant, systems, electrics and avionics, ground equipment and tooling for operation and maintenance of the aircraft. Operators with a "CASA" contract will be given priority handling.
The most important responsibilities covered by this service are:
- To provide a timely response to all technical and operational queries related to Fokker aircraft.
- To provide troubleshooting assistance including on-site assistance upon request
- To resolve aircraft part interchangeability/applicability queries.
- To provide Fokker operators with technical or operational dispositions to allow continued aircraft operation or ferry flights in case of technical defects or damage to an aircraft outside of normal acceptance criteria.
- To maintain a technical and operational database aimed at supporting operators in operation and maintenance activities. The database is used for resolving technical queries and is the main source for technical publications, such as the Service Experience Digest (SED) and Service Letters (SL). (please refer to Documentation & Publications).
- Technical and operational support 24 hours a day and 7 days a week aimed at AOG prevention and resolution.
Operators may reserve a specific man-hour budget, against a more favourable man-hour rate, for technical assistance on a yearly basis. Queries submitted by the operator will be charged against this budget. A detailed bi-monthly overview of the man-hours expended will be issued to the operators by Fokker Services.
Repair Development & Approvals
Whenever a structural damage occurs to an aircraft, it must be repaired in order to ensure continued airworthiness of the aircraft. Airworthiness Authorities require that all repairs performed on aircraft are approved by the Type Certificate Holder of the aircraft or are based on approved maintenance documents.
In this respect, the following repair instructions are already approved, and therefore, can be followed without any further approval from Fokker Services:
- repairs in the Structural Repair Manual
- Service Bulletins which have CAA-NL (the Dutch Airworthiness Authorities) approval.
- other Fokker (Fokker Services and Fokker Aircraft) documents (letters, telexes, faxes, drawings) which contain a statement regarding CAA-NL inspector approval.
- repair instructions which have an approval from the applicable local Airworthiness Authority.
For structural damages that are not covered by the above-mentioned documents Fokker Services (as the Type Certificate Holder of the Fokker aircraft) has experienced engineers available who can develop the required CAA-NL approved repair instructions. Repair instructions covering quick-fix or temporary repair information, as well as permanent repair details and drawings, can be supplied as required to assist an airline in its repair of structural damage.
Repair schemes developed by the airline itself can also be sent to Fokker Services for approval.
Fokker Services bv, unit Technical Services, received the 'Design Organization Approval JA' (DOA-JA), from the CAA-NL, the Dutch Airworthiness Authorities. This enables Fokker Services to do certain certification and approval activities in-house and as a result Fokker Services is less dependent on the availability of CAA-NL capacity. This will save valuable time.
In the event a Fokker aircraft is involved in an incident/accident Fokker Services, as the Type Certificate Holder, would like to be informed immediately.
With the received information, Fokker Services will then assess whether there is a risk that a similar incident/accident can occur on another aircraft in the fleet. In this case, Fokker Services has the responsibility to initiate immediate action to communicate with the Airworthiness Authorities and inform the operators.
For this assessment Fokker Services needs to be informed of as many details as available, but at the very least the following:
- name of the operator
- aircraft serial number or registration
- casualties, if any
- description of incident/accident
- whom to contact for more information.
If specific advice or assistance from Fokker Services is requested, the manager in charge will coordinate all actions of the departments involved and will inform the operator of the actions taken. The following can be offered:
- on-site incident/accident investigation
- damage assessment
- investigation of parts or components.
In addition to the above, Fokker Services can offer you the following:
- Active tracking of the fleet airworthiness data provided by the regulatory authorities and the Type Certificate Holder of the Fokker aircraft and its components and the subsequent notification of the operator for compliance.
- Initiating the necessary actions resulting from these requirements.
- Assistance in the application for postponements of compliance.
- If desirable, assistance can be provided to determine alternate means of compliance with the airworthiness requirements, subject to the approval of the regulatory authority.
Modification Assessment & A.D. Analysis
Airworthiness Directive analysis service
An important task of the Engineering Department within an airline is to maintain a continued airworthy operation of the aerplane(s). All fleet airworthiness data provided by the regulatory authorities and the Type Certificate Holder of the aircraft should be analyzed for applicability and consequences. All necessary resulting actions from this should be initiated.
Under this heading, Fokker Services offers the following service to operators:
- Active tracking of the fleet airworthiness data provided by the regulatory authorities and the Type Certificate Holder of the Fokker 50 aircraft and its components and subsequent notification of the operator for compliance.
- Initiating the necessary actions resulting from these requirements.
- Assistance in the application for postponements of compliance.
- If desirable, assistance can be provided to determine alternate means of compliance with the airworthiness requirements, subject to the approval of the regulatory authority.
Modification assessment service
New market demands, technical developments and regulatory requirements can result in the modification of the aircraft or its components. Within the engineering function all Service Bulletins and other technical publications are evaluated.
Fokker Services can offer an operator the evaluation of all incoming Service Bulletins and other technical publications. This evaluation would be especially tailored to the specific requirements of the customer:
- Their compliance (mandatory/optional modifications).
- The desirability (increased passenger comfort, service level, etc.).
- The cost effectiveness (optional modifications).
Following the decision by the operator to incorporate a modification these should be covered by an Engineering Order. This is a self-contained instruction for the mechanic to accomplish the work, including a listing of the required parts, tooling and equipment. Furthermore, it provides the necessary information for the maintenance planning function to be able to schedule the work at any convenient moment.
Fokker Services will issue the necessary Engineering Order in a predefined format, and can, in addition, take care of the planning of the actual work (please refer to maintenance planning service).
